CPOP Implementation
In the 1990s the Cincinnati Police Department began implementation
of the philosophy of Community Oriented Policing (COP). COP
philosophy involves the recognition that solutions to community
problems are found when community members and the police explore
creative, new ways to address neighborhood concerns beyond the
narrowed focus of individual crime incidents.
In 1994, the Cincinnati Police Department established Neighborhood
Officers to implement Community Oriented Policing. Neighborhood
Officers received specialized training to enhance their problem
solving skills and enable effective interaction with the
community. Neighborhood Officers served as primary liaisons
between the community and the Police Department.
The community and the police department have evolved. Community
Oriented Policing as a philosophy has evolved into Community
Problem Oriented Policing (CPOP) - an effective, practical, and
operational methodology whereby community members and police work
in partnership to identify problems, analyze data and information,
formulate responses, and evaluate effectiveness. Every Cincinnati
police officer has been trained in problem solving and community
interaction. Community members have received training in problem
solving and currently Community Problem Oriented Policing Teams
are active throughout the city working with the police to solve
problems in their neighborhood.
The goal of the Police Department is to integrate Community
Problem Oriented Policing (CPOP) into all police operations.
Neighborhood Officers are no longer the primary liaisons between
the community and the police department. All police officers must
interact with the community and engage in problem solving, in the
neighborhoods and on their beats, using all available resources.
As further progress toward the goal of integrating problem solving
into all operations and insuring all police officers serve the
community in a manner consistent with COP philosophy, Neighborhood
Officers are being assigned to various units in their respective
Districts, including uniform patrol shifts, investigative units,
Violent Crimes Squads, and, in District One, the Downtown Services
Unit. The responsibility for effective community interaction and
problem solving will be borne by all Cincinnati police officers,
supervisors and commanders.

I understand the group's concerns and consider them a reasonable
response to this organizational change. I'm sure Northside will
not be alone in expressing these feelings/concerns to City and
Police leaders.
As I shared with you yesterday I feel the cohesive partnerships
formed in District Five and its neighborhoods has never been
better. This is a testament to the work of our neighborhood
officers and everyone in the community currently working to make a
difference.
I'm committed to doing what I can to keep these current
relationships solid while developing additional ones. We all enter
this new landscape with a degree of uneasiness but with patience
and cooperation among all of us I believe we'll make it work in
District Five.
I hope to see you Wednesday night and we can discuss ideas then. I

There was a meeting called among key Northside parties last night
to discuss the upcoming changes to the neighborhood officer
program. Those who attended included Stephanie, Bob Sala, Paul
Green, Shelley Werner, Tori, Skip and myself.
We reviewed the information you relayed to me in our conversation
as well as the letter from the City Manager to Mayor Mallory.
Whereas we agree that the responsibility for effective community
interaction and problem solving should be borne by everyone within
CPD, there remain a very large number of concerns with regards to
making current NPO's beat officers.
Whereas we agree that the responsibility for effective community

We don't wish to put you or anyone else including Terri and Jeff
in the position of questioning the changes. However, we will be
strongly voicing our concerns as a community via letter and the
upcoming Neighborhood Summit. I gave this careful thought
throughout the day and there are just too many questions to
ignore. I simply don't see how removal of a single-point contact
that has the skills and desire to meet community needs helps us or
the police department. I also believe that it is impossible to
expect a team of officers who have beat responsibilities to have
the time/skills necessary to collect, integrate, and disseminate
knowledge in a way to most effectively help us solve our problems.
To me, this feels like the same as saying that we can do away with
the detective position and expect our beat officers to be
responsible for the investigation needed to solve a crime.
This e-mail is to keep you updated on the current feeling among
the neighborhood and our intended response. We hope this will not
cause you problems. We further hope that you will take this
stepping out of the box to voice our concerns to anyone who will
listen as the highest form of praise for you and the District 5
neighborhood officer program as it currently exists.
