Message-ID: All, This is a reminder that our next CPOP meeting is to be held at 6PM tommorrow (Thurs) evening and will be in the back room of SideWinder Coffee House at 4181 Hamilton Ave. This is to be a combined meeting with Blockwatch 45223. Just to note, at last week's meeting we agreed to begin work on how to address the 3 biggest problem properties in the Hanfield/Witler area. This is based largely on applying what had the biggest impact on drugs/loitering/litter in the Fergus/Chase area. Shelly was to bring recommendations for the problem properties. Terri/CPD was to bring crime stats for the area. We'll use this session to review the history of/data for each property and work to come up with a strategy to most effectively address these problems. I am expecting Terry Cosgrove from the city solicitor's office to be present to help advise on legal interventions we can take. Hope to see you there. Dave P.S. PLEASE forgive the late notice. We went south as far as Powers, west as far as Georgia, north as far as Bruce and east as far as Fergus. There were a surprising number of people on the streets considering the cold, but none of them seemed to have mayhem on their minds. Here are our observations: a.. At ~8:20, there was a radio call on a white Ford Explorer that had been involved in a hit-skip incident near Knowlton's Corner. We were in the area, but did not see the vehicle. b.. We found a license plate (OH bicentennial tag 'VISIT') in the gutter on Knowlton just east of Hamilton. There was only 1 tag in the unopened plastic bag, so perhaps it is a promotional item. We dropped it off at the desk at D5 after the patrol had secured. c.. The Hanfield-Witler area was quiet. There were several young men hanging around in the general area, but they kept their distance. d.. The Chase-Kirby area and the Georgia Court apartments were also quiet. e.. The STOP sign at Bruce & Georgia (which also includes a No Parking sign) had been sheared off and was propped by the curb. f.. The streetlight in front of 1641 Pullan (no pole tag) is not working correctly. It stays on for a while, then goes off for a while. g.. At 1500 Chase the electrical conduit has been detached from the building leaving live wires exposed. The patrol secured at ~10:30pm. Dave Cincinnati.Com * | * The Enquirer Last Updated: 8:35 am | Tuesday, March 21, 2006 Cop calls could cost landlords Responding to 'nuisance crimes' expensive BY DAN KLEPAL | ENQUIRER STAFF WRITER Some members of Cincinnati City Council would like to begin holding property owners responsible for the cost of repeated police runs to their buildings. Councilman Jeff Berding introduced a proposal Monday that would force property owners to submit a plan to police for how they will stop nuisance crimes occurring on their properties, after three or more such complaints have been filed in any given month. Any property owner who failed to submit or implement the plan would be responsible for the cost of future police runs relating to nuisance crimes. Those bills would be placed on the property's tax bill as a lien. Examples of "nuisance" crimes include prostitution, loud music, illegal drug activity and indecent exposure. Simple police runs can cost hundreds of dollars, depending on the number of officers responding and the amount of time they spend at a location. "This city has a serious problem with irresponsible and often absentee owners who allow their properties to become havens for nuisance activity," Berding said. "Neighbors shouldn't have to call police night after night about the same property." The idea has some landlords scratching their heads. Charles Tassell, lobbyist for the Greater Cincinnati Northern Kentucky Apartment Association, said he's encouraged that council is giving city administrators 90 days to study the proposal and report back. That's because he thinks that there's a lot of flaws with the idea. "We're supposed to stop someone from indecent exposure, prostitution? I thought that was the job of police," Tassell said. "If someone has a problem with a property, that's different than having someone who happens to be a problem in the community. That's where police enforcement needs to come in and remove those people. "If the problem is the property itself, that's a building-code issue - and they can go after that." The idea is based on a program in Milwaukee implemented in 2001. A 2004 report on that program, called the Chronic Nuisance Property Code, found that 364 properties were targeted in the first three years. Of them: 82 percent of the property owners fixed the problem and never received charges for service calls. Of the 18 percent that were charged for police runs, one-quarter abated the nuisance problem after receiving just one bill. Fifty property owners received more than one bill. Some properties in the city are responsible for an extraordinary number of police calls. At a Monday news conference, attended by council members Chris Bortz and Leslie Ghiz, both of whom support the plan, Berding referred to a list of residential properties that were responsible for more than 100 calls last year. But it wasn't a complete list. The top addresses for police calls last year included a doctor's office on Goodman Street and the Drop Inn Center, a homeless shelter in Over-the-Rhine. Berding said social service agencies aren't the "focus" of the proposed law. It's unclear how the law would address commercial properties or what would happen if property owners submitted a plan that was unsuccessful in fixing the problem. "The focus is to get property owners to work with police," Berding said. "The focus will not be on people like (center director) Pat Clifford and the Drop Inn Center. This is about residential property owners and not social service agencies trying to help people." Melva Gweyn, co-chairwoman of Westwood Concern, said she doesn't know where her civic association stands on the idea, but she likes it. "The problems we faced five years ago centered around these same issues," she said. "In a neighborhood, we're all responsible to each other. This will put the teeth into that attitude." Other council members supportive of the plan are Chris Monzel and John Cranley. But Tassell said landlord-tenant laws in Ohio are different from those in Wisconsin, and that makes duplicating the Milwaukee law impractical here. He added that the association teaches crime-prevention tips to landlords - things such as making sure that there is appropriate lighting, screening of residents, bushes are cut back, alleys are visible and locks are working. But there is only so much a landlord can do, he said. "I'm not sure what good a plan does you when these things are out of your reach as a landlord in the first place," Tassell said. "We have one hammer: eviction. The other things we do are crime prevention.
