From davetori at fuse.net Thu Dec 1 09:28:15 2005 From: davetori at fuse.net (Dave & Tori) Date: Thu, 1 Dec 2005 09:28:15 -0500 Subject: [Northside CPOP] Reminder - CPOP Mtg. tonight @ 6PM @ Sidewinder Message-ID: All, Our CPOP meeting tonight will again be at Sidewinder on 4184 Hamilton Ave. Last Meeting: At our last meeting, we agreed to solicit funding from landlords with properties who will benefit from the presence of cameras. I proposed a fee of $5/unit/month paid up front for the year that the landlord could choose to pass down to the occupants. This would require 12-20 units per camera. Thus far, we have verbal committments from larger donors for 4 of the 9 cameras in residential areas. Funding: I would like to use this as a working session to get a list of key selling points down on paper for requesting funding for cameras from landlords and residents. Separately, Bruce will be coordinating efforts to approach city council to have the city provide funding but wheras we can't count on that funding I believe we should go forward with seeking our own committed sources. We are going to need to decide who will approach building owners with agreements to have cameras mounted on their buildings and who will will help with soliciting funding. We have a meeting with CPD/Citywatchers on Dec 15th. Monitors: The community will realize the most benefit from cameras when they are actively monitored. Whereas montoring of cameras is expected to be performed predominantly by community volunteers, I'd also like to get a preliminary feel for if anyone on the distribution list is interested in taking the surveillance training course and volunteering time to monitor the cameras. Hope to see you tonight, Dave -------------- next part -------------- An HTML attachment was scrubbed... Because some of you are on more than one of the mailing lists, you may be receiving multiple copies of this message. I would like to provide an upfront thanks to all who have contributed to progress to date with special thanks going to Stefanie Sunderland, Bob Sala, Terri Windeler, Bruce Demske, Cindy Sherding, Scott Stulfarth, and Don Beimesche! We're almost there!!! Progress Areas Timing - Eric Franz is working with the City and CityWatcher to complete a contract with CityWatcher. They hope to have a contract in place in time to have installations begin in Februrary and completed by June. Neighborhoods who are ready to go could jump ahead of neighborhoods who aren't. We're ready now which is a very good thing. Right of Entry & Release Agreements Completed - This week we passed a major milestone in the project by having secured the written permission of building owners allow cameras to be mounted at all 18 of the proposed neighborhood locations. In the process of signing the agreement, owners were made aware that they will be responsible for providing the electricity at a cost of approximately $2/month. In addition, Bob Sala has signatures from owners of 4 more buildings that may be used as alternate buildings in cases where the primary choice may not work out. I submitted these in a detailed report (~150 pages of documentation) to Eric Franz on Friday. Cudos go to Terri Windeler, Bob Sala and Cindy Sherding for all of their hard work in tracking down owners and securing their permissions in very short timing. Funding - We're making extremely good progress towards finding funding for the first year's on-going operating costs. Costs per panning camera still range from $59 to $99 per month per camera which pay for a combination of internet bandwidth and CityWatcher fees for maintaining the network and storage of digital video. At the $99 rate, this would require payment of $10,800 for the residential area and approximately the same for the business district. Moving below the $99 price is dependent on ability to tap into unsed internet bandwidth already in place in the neighborhood. These include city optical fiber run to McKie Rec Center and the Firestation as well as the high speed commercial bandwith of local businesses. Cudos go to Stefanie Sunderland, Bob Sala, and BlockWatch 45223 for all of their hard work in beating the bushes (No not George) for funding. a.. The Northside Business Association has received approximately $5000 in contributions for cameras to be deployed in the business area along Hamilton and Spring Grove Avenues. Bob Sala is leading this effort. b.. We have received verbal committments totally approximately $6000 of the $10,800 needed. Jim Gargas of CRC has agreed to find CRC funding for 50% of the costs needed for the camera covering the area surrounding the Children's Park at Chase & Fergus. COP has agreed to contribute funding for the operation of one camera for one year. We are waiting for approval of the Northside Community Council to release NSP funds for an additional $1000 asked for in separate requests by Stefanie Sunderland and Scott Stulfarth. c.. Accounts are being set up by the Northside Business Association and the Northside Community Council so that private contributions are tax deductible. We can now begin accepting checks for the residential area payable to Northside Community Council and for the residential area payable to Northside Business Association. d.. We have secured private loans for any outstanding balance in the event that we have not covered the entire first year's expenses prior to the installation. e.. Bruce is keeping tabs on status of City Council proposals to cover partial/full funding of operating costs and will be coordinating Northside efforts to campaign for such funding. At this time, there is at least one proposal in place to cover 50% of the operating costs where it is rumored that such costs would apply only to coverage areas of very high crime. f.. Bruce is leading area efforts to determine if we can tap into unused private internet bandwidth. Eric Franz of CPD is working with the city to determine the ability to tap into the city optical fiber. Camera Locations - Neighborhood locations have been finalized. Sean Darks (CityWatcher) and Eric Franz did a drive by review this week and gave the thumbs up for the majority. We've requested their return to address concerns sites deemed unsuitable as well as review of alternates. Locations within the residential areas are based primarily on the highest frequency of calls for police service. Cameras will be moved after the first year of operation if it becomes apparent that there is a higher need in other areas. We beileve that any moves are unlikely for several years given that current designated locations have been habitual problems for years. Residential Areas Business District Chase/Kirby Hamilton/Chase Hanfield/Kirby Hamilton/Lingo Hanfield/Witler Hamilton/Knowlton Hanfield/Lakeman Hamilton/Moline Blue Rock/Witler Hamilton/Blue Rock Chase/Langland Hamilton/Cosby Chase/Fergus Spring Grove/Cosby Chase/Williamson Pl Knowlton?s Corner ApJones/Fergus Spring Grove/Cooper Camera Monitors - It is time to begin soliciting community volunteers who are willing to commit a few hours per month to monitoring the cameras. Please have anyone that is interested contact me. Volunteers must agree to a police background check and take training at the Cincinnati Police Academy which basically will teach what types of behavior you should look for and report. COP members will be required to take an abbreviated form of the training. Currently, monitoring must be performed in two person teams which is designed to avoid misuse of the cameras. Monitoring can only be performed at approved sites (again to prevent misuse). Currently, Twin Towers Retirement home in College Hill has an approved area. We will likely look for a suitable area to set up a workstation in McKie. More information will be provided later on the next available training date. This report has been submitted by Dave Henry on behalf of the Northside CPOP team. -------------- next part -------------- An HTML attachment was scrubbed... Best Regards & A Belated Happy Holidays, Dave Hello All, The CPOP Meeting to be held this Thursday is cancelled. The subgroup who has been working details of the surveillance camera project has a meeting from 3:30-6:30 with Eric Franz to solidify details related to the camera locations. We'll report progress to the group and I will likely be soliciting help with our funding campaign. As of right now, we think we have solid committments to fund about 6 of our 9 residential cameras from a variety of sources. Funds for the business district cameras are also off to a good start. Please let me know if you'd like to have a meeting on December 29th. Otherwise, our next scheduled meeting would be January 5th.
